The Parish Council meets in the Homington Room at Coombe Bissett and Homington Village Hall on the 2nd Tuesday of January, March, May, July, September and November.

flexible working hours. The Council meet every other month on the

appoint the new Clerk as soon as possible so there can be some

Parish Council response to anonymous leaflet delivered in the village.
A Statement from the Chairman of Coombe Bissett Parish Council
Many of you will have seen an anonymous leaflet urging residents to vote “no” to the CB&H Neighbourhood Plan (NP) in a Parish Referendum which is likely to be held later this year.
This statement it is not intended to influence which way to vote. However, it does address some of the major inaccuracies and misleading statements contained within the leaflet.
Firstly, the NP is not solely about planning. It sets out how the community wants to see the Parish evolve over the next 10+ years. It also includes policies on: the environment, design and heritage, flooding, transport and road safety, designated local green spaces etc.
It’s definitely not a developers’ charter and will NOT “enable planners and developers the right to build on productive green fields”. Indeed, the opposite is the case. The NP allows our community to decide what development is needed; where it should go and how it should be designed.
The leaflet implies that the NP will allow the gap between Coombe Bissett and Homington to be developed. The very opposite is the case; the NP identifies the gap between the two villages so that it can be protected from development.
The leaflet also suggests that a ‘made’ NP (i.e. agreed at Referendum) will have to accept development imposed on us by Wiltshire Council. Again the opposite is the case. The NP identifies the development we want, where it should be and how it should look. However, if we don’t have a NP, then we could face development being imposed by Wiltshire Council.
It is true that the NP will have to be reviewed on a regular basis and it may need to evolve because of changes in national or Wiltshire policies. But I am sure with a document of this importance this is exactly what you would expect.
The Parish Council has looked carefully at the benefits of NPs. Across England over 3,000 NPs are either in place or under development. We are convinced that NPs are powerful tools to ensure development meets our community’s needs and reflects our wishes. Importantly it also provides the best available protection against inappropriate speculative development.
During my time on the Parish Council, people have agreed and disagreed with decisions we’ve made. This is everyone’s right - we have the privilege of living in a democracy. I respect the right to vote “no”, but please vote for the right reasons, and not because of one inaccurate leaflet.
Finally, I can assure you that as Chairman of the Parish Council, I would never agree to any plan which I felt would be detrimental to our community.

New House Building in Salisbury
There is much concern regarding the proposals by Wiltshire Council for building hundreds of houses in Salisbury. In particular, new houses in Harnham, on the Netherhamton Road and off the Downton Road will result in traffic from these developments entering Salisbury via the Harnham Gyratory Roundabout and the Exeter Street Roundabout. These are already choked with traffic at peak times, and tailbacks, transit times and air pollution will all increase.
Naturally many local residents object to this increase in housing and associated traffic. Further Government plans to build 1.5 million more houses could further impact on Salisbury. If you want to learn more information, please click on the links below.

How about an early evening 29 bus to Salisbury arriving around 18.40
and a late return around 22.30 or 22.45? Fridays and Saturdays?
Wiltshire Council have informed us that there is some funding to improve rural bus services, and they would like to have ideas about how our service can be improved. Suggestions can be emailed to [email protected]
Wiltshire Council ask that suggestions reflect that use of this money will need to be spread around the county and so requests for small improvements to existing services are likely to be more successful than those for completely new all-day services, which could cost in the region of £150,000 per annum to operate and be difficult to resource.

Parish Recreation Ground is now closed to dogs from 1st April until 30th September every year
At the Parish Council meeting on 8th May 2018, regretfully, it was decided to close the Parish Recreation Ground to all dogs from 1st April until 30th September each year. Repeated requests in the Express, on signage on the recreation ground, on this website and in the minutes of council meetings, to the general public to pick up their dogs' excrement have been ignored by some members of the community. The amount of poop has been a danger to children and to the groundman . We thank those responsible members of the public who have picked up over the years, but there are just too many others who do not seem to care.
Who are the Chavs? What do they do?
Coombe Bissett and Homington Active Volunteers are a group of villagers who tackle jobs around the Parish that would otherwise cost the Parish Council to carry out. Their first job was to resurface part of the footpath to Stratford Toney with old road planings to eliminate the mud in wet weather, shown below.
